Das NCIS-Team ist schockiert, als es erfährt, dass Anna offenbar dem rechtskräftig verurteilten kubanischen Spion Ricardo Pena zur Flucht verholfen hat, bevor er im Rahmen eines Gefangenenaustauschs in sein Land hätte zurückkehren können. Es stellt sich heraus, dass Pena eigentlich Russe ist und nicht Kubaner und dass Hetty ihm geholfen hatte, diese Täuschung aufrechtzuerhalten. Jetzt ist Pena auf der Flucht und hat Anna gegen ihren Willen bei sich.
