Nachdem ein Kind mit einem Bombengürtel bei einem Autounfall in Los Angeles ums Leben kam, finden Sam und Callen dessen Zwilling, der versucht, sich seines Sprengsatzes zu entledigen. Das NCIS-Team findet heraus, dass ein Arzt in Indien in vitro gezeugte Babys austragen lässt, die von einer Terrororganisation systematisch zu Selbstmordattentätern herangezogen werden.
