Wenn die Regierungen dieser Kolonien auf Probleme stoßen, die sie nicht aus eigener Kraft lösen können, kommt die WWWA ins Spiel: Die Worlds Welfare Work Association. Ihre Agenten – Trouble Consultants genannt – sind hochtrainierte Spezialisten für Sondereinsätze aller Art. Die beiden Besten – die temperamentvolle Kei und die hochintelligente Yuri – tragen offiziell den Codenamen „Lovely Angels“. Inoffiziell sind sie besser als „Dirty Pair“ bekannt, denn wenn sie zum Einsatz kommen, bleibt kein Fall ungelöst – aber auch kein Stein auf dem anderen und die Spur der Verwüstung, die die beiden nach sich ziehen, kann schon mal ganze Planeten mit sich reißen.

Chief Gooley inspects the 3WA Weapons Lab, but Marcus has taken over and executed everyone. Gooley is taken hostage and the city is held to ransom with Marcus's God Cannon.
