Die Sicherheitsberaterin des US-Präsidenten (Caroline Lee Johnson) hat in Rumänien ein streng geheimes Treffen mit Top-Terrorist Jamal (Geoffrey Burton) arrangiert. Begleitet von Golfkriegs-Veteran Lance Rockford (Dolph Lundgren) und seinen Agenten, zieht sie sich mit Jamal in ein abgelegenes Schlosshotel bei Budapest zurück.
